Among the WSRC’s most labor intensive and informative mandates is to undertake two major surveying and assessment efforts to collect and analyze original data. The first is to conduct a survey for the purpose of assessing the satisfaction of customers with services offered by the Division of Vocational Rehabilitation. The second is to collaborate with the Division of Vocational Rehabilitation in the development and implementation of a statewide needs assessment.

We undertake one Comprehensive Statewide Needs Assessment (CSNA) every three years to collect and analyze original data from our community on the vocational rehabilitation needs of individuals with disabilities statewide.
The Comprehensive Statewide Needs Assessment (CSNA) is a study of the vocational rehabilitation needs of individuals with disabilities statewide, undertaken by Washington State Division of Vocational Rehabilitation (DVR) in partnership with the Washington State Rehabilitation Council (WSRC). Required by the federal Rehabilitation Act of 1973, as amended by the federal Workforce Innovation and Opportunity Act of 2014 (WIOA), the CSNA informs the goals and priorities of DVR’s State Plan and the Division’s understanding of its customers and their service needs.
The most recent plan went into effect in 2020 and goes to 2024. In the Plan, DVR and WSRC describe goals, priorities, and strategies for the future and reviews key partnerships and activities, and outlines services. DVR’s State Plan feeds into Washington’s Combined State Plan for workforce development, titled Talent and Prosperity for All.
